In the 1970s, almost 40 per cent of the population lived in social housing compared to just 17 per cent in 2018. Housing associations for years have been struggling to plug funding gaps and maintain a commitment to build but with a social housing deficit and most new homes missing the affordability criteria the situation across the country is now at a crisis point.
The release of the National Planning Policy Framework in July and the social housing green paper a month later signal a step change from the government and now provide those working in social housing an insight into government thinking. Understandably housing supply is a top priority but following from the tragedy of Grenfell tower, safety and quality of the build is also prioritised. Furthermore, tenants will have increased powers to challenge rogue landlords and hold them to account.
With the development of a new housing delivery test to be introduced in November 2018 naturally councils and developers are anxious that the lack of funding and grants associated with the new policy means they will continue to fall short of targets.
