Let’s talk, says JV North, in bid to deliver more homes better and faster

HOUSE-building consortium JV North is to hold talks with social landlords and their partners to discuss how the Government’s next grants programme can be used to deliver better homes faster.

The consortium has invited housing associations, contractors and consultants to take part in planning sessions to see how the sector can put the next affordable homes programme to best effect.

JV North says it wants to build homes more cost effectively, to an improved quality and in a more environmentally-friendly way, and is preparing the ground for this ahead of the Chancellor of the Exchequer’s Budget next month.

Immediately afterwards, the organisation plans to hold a series of engagements with housing associations, contractors and consultants with dates to be announced soon.

“We were very encouraged by the Housing Secretary’s comments in January about the next grant development programme,” said JV North’s chair, Wayne Gales, who is also the chief executive of Weaver Vale Housing Trust (main picture).

“Rather than waiting and reacting to the formal announcement, we’re already busy planning and will be inviting housing associations to sessions to see if they want to join us and help shape how the consortium works in the future.

“We will be looking at how to get the best from land-led package deals, how we make the modular housing concept a reality at scale, improve quality, energy efficiency and how can we work together with partners to secure further grants to deliver much need homes.”

JV North’s current four-year framework comes to an end next year and the consortium is consulting with partners on this too.

“We work with vastly experienced contractors and consultants but the development marketplace is changing and we want to ensure that we capture fresh ideas and thoughts from all stakeholders,” added Gales.

“So we’ll be discussing how to structure the next framework so there’s a procurement route that benefits housing associations, local authorities, developers, contractors and consultants in a way that’s more efficient and allows all to share value and importantly, increase the supply of new homes.”

JV North has Community Gateway, Jigsaw, One Manchester, Sovini, Torus, Trafford Housing Trust, Weaver Vale Housing Trust and Wythenshawe Community Housing Group as full members. Together they are building over 4,550 homes in the 2016/21 Shared Ownership Affordable Homes Programme.

As well as full members, JV North has seven associate and four procurement members who use its framework, including Manchester City Council and Bury Council.

“The JV North approach is tried and tested – in total our members will have built over 8,500 homes by the end of the 2021 programme and invested close to £1 billion since we formed over a decade ago,” said Gales.

“We believe there are great advantages of being in a consortium. As well as economies of scale, procuring works, programme management and sharing market knowledge, we also have a long-established, fruitful relationship with Homes England.

“We want to build on this going forward and are really keen to hear what existing members and potential new ones think we should be doing.”
